For my Eagle Scout project I am planning to relocate and replace approximately 23 flagpoles around the Andover, OH public square. The current light metal flagpoles were originally produced by Telepost - of Linesville PA and installed in 1989. The poles (produced for residential rather than commercial use) began to rust after ten years, and now have become an eyesore. Many of the pulleys are also broken and nearly all the ropes and flag hooks have been replaced over the years.

The new flagpoles will be put into the concrete of the sidewalk. It is hard to anticipate at this time whether the new pole sleeves can be directly installed into the sidewalk, or if the concrete will have to be cut and repoured in sections around each new pole location. After speaking with Chamber representatives, a 15' (slightly taller, silver) by 3" diameter aluminum flagpole produced by Pole Tech was tentatively selected. A single flagpole will be ordered as a sample to be viewed by the organization representatives involved, and used for a trial installation.

The Andover Area Chamber of Commerce is asked to primarily fund the project as they are well aware of the need for pole replacement. Rough cost estimates appear below:

At this time we are not budgeting any labor costs, as it is hoped that adult labor will be supplied by volunteering members of the Andover Community/ Scout Leadership/ Friends of the Family. A considerable amount of scout help will also be used to work with these adults throughout the installation process and pole assembly. Holes will be placed per village instructions after utility location. As the Village will be responsible for location; it is understood that the scout troop and other volunteers will be held harmless by the village for any additional expenses that might be incurred as a result of utility wiring or conduits being hit while drilling new holes or sidewalk repair.

Project action steps, in chronological order.

  • 1) Attend February 13, 8:30 AM, Andover Area Chamber of Commerce Meeting in order to secure funding. The decision may not be made until a later meeting.

  • 2) Seek Village of Andover approval for project at a Village Council meeting following Chamber approval.

  • 3) Meet with the Village representative regarding exact placement, and if requested/required Utility Locating Companies (Ohio Edison, Eastern Natural Gas, United Telephone, Andover Water, Andover Sewer) in order to determine safe placement of the poles.

  • 4) Order sample pole.

  • 5) If all looks well, the remainder of the poles will be ordered.

  • 6) Organize at least 3 work days using at least 5 adult volunteers and an equal number of scouts to install sleeves.

  • 7) Work day for all scouts and leadership to assemble, place, rig, and raise the flags.

  • 8) Advise the Chamber of Commerce, Village Council, and Scout Committee of the completion of the project and thank the appropriate parties.
